Early Childhood Development (ECD) is a challenge faced by many countries in Asia. Across the region, local priorities, challenges, and models can be very different, with varying outcomes.

Li Foundation joined hands with the Asia Philanthropy Circle (APC), in collaboration with the Centre for Holistic Initiatives for Learning and Development (CHILD) in a Regional ECD Research project. The research will be led by the Centre for Evidence and Implementation (CEI).

This landscape analysis will be informed by the Nurturing Care Framework (NCF, see Figure 1). The NFC promotes the physical, emotional, social, and cognitive development of young children and calls for the commitment of stakeholders to support the early years with sustained investment in and better capacities for early childhood development. It emphasises the need for a whole-of-government and whole-of society approach to ensuring the youngest children can thrive.

The Centre for Holistic Initiatives for Learning and Development was born out of a desire to give all children in Singapore the best start to life and to help them develop optimally as they grow up. By leveraging extensive advances in science and strong, evidence-based practices, CHILD guides public policies and interventions to improve the emotional, cognitive and social outcomes for all children.

The Centre for Evidence and Implementation is a global, not-for-profit evidence intermediary dedicated to use the best evidence in practice and policy to improve the lives of children, families, and communities facing adversity. Established in Australia in late 2015, CEI is a multi-disciplinary team across four offices in Singapore, Melbourne, Sydney and London. We work with our clients, including policymakers, governments, practitioners, program providers, organization leaders, philanthropists and funders in three key areas of work:

  • Understand the evidence base;
  • Develop methods and processes to put the evidence into practice; and
  • Trial, test and evaluate policies and programs to drive more effective decisions and deliver better outcomes.
